In April 11 – 12, 2012, in Manila, Prof. Dr. Intan Ahmad representing Indostaff attended the the Association of South East Asian Institutions of Higher Learning (ASAIHL) Conference with a theme: “Emerging Challenges in University Leadership and Management”. The conference was organized by University Federation of Educators Linked to Deutschland (UniFeld) and De La Salle University, Manila, Philippines. Prof. Intan discussed The Indonesian Experience: Training University Leaders. Prof. Michael Fremerey from Unistaff Associates, the “Guru” of all Unistaff alumni also attended the conference and he talked about University Leadership: A balance act between intervention and self-organization. Dr. med. Abraham Simatupang, dr., MKes. as a representative of Indostaff Presidium attended a DIES Conference on Strengthening Universities, Enhancing Capacities Higher Education Management for Development on 28-29 November 2011 in Bonn, Germany. He presented a paper entitled Nurturing in the Awakening of a New Era in Higher Education Management. The presentation described the challenges for Indonesian higher education institutions in preparing, developing and nurturing highly skilled and professional graduates that can actively participate in the fulfillment of Indonesia Vision 2025 which is stated as: “To leverage Indonesia as developed country – to be one of the 12 developed countries (2025) and to be one of the 8 developed countries (2045) through a high, inclusive and sustainable economic achievement”. The Indonesian higher education institutions should be prepared and ready to change, firstly by changing their paradigms, and secondly by changing their performances through a better leadership and management approach. Since its establishment, Indostaff has been actively participating in answering this requirement, by organizing and conducting seminars, trainings and workshops for academic staff from various universities in Indonesia. Indostaff usually collaborates with the Indonesian Directorate General of Higher Education (DGHE), DAAD, universities and other third parties. Recently, Indostaff took a major role, together with DGHE, University of Indonesia, Gajah Mada University, University of Brawijaya, and Bogor Agricultural University, in preparing and establishing study program of a master degree for Higher Education Management – the one of its kind in Indonesia.
On 24 November 2011 at Campus of Universitas Kristen Indonesia (UKI), Prof. Dr. Hendrawan Soetanto (UB), Dr. Setyo Pertiwi (IPB), Puji Mudiana, MA (IPB), Dr. Trina Tallei (Unsrat), Dr. Titik Soemarti (IPB), Dr. Ied Veda Sitepu (UKI), Ganda Hutapea, SE, MBM (UKI), Dr.med. Abraham Simatupang, MKes (UKI), Dr. Elyani Amka (Mercu Buan), dr. Louisa Langie (UKI), MSi dan Ir. Ktut Silvanita, MSi (UKI), dr. Veronika NKD, MBiomed, Ms. Weeke B and Ms. Dediana B discussed a topic: “Women in Higher Education” in the Seminar & Workshop – Women and Health: “Towards better understanding and environment for the future generation.” The inputs of the discussion were presented by Dr. Pertiwi, Ms. Puji, Dr. Titik and Dr. Ied, which mainly touched the real picture and challenges of women in academic institutions. Although the academic environment in most of the institutions are much better for women to achieve their maximum career, but there are still some challenges to work out. Challenges were categorized into nature characteristics of women such as pregnancy, giving birth and breast feeding and gender-specific issues in academic institutions. A thorough research on the issue has to be done in finding and giving some ideas for the better understanding of gender-specific roles in academic institution

Pada tanggal 28 Desember 2010, Dr. Illah Sailah dilantik oleh Menteri Pendidikan Nasional, Prof. Dr. Muhammad Nuh, sebagai Direktur Pembelajaran dan Kemahasiswaan (Director of Learning and Student Affairs), Dikti. Direktorat Belmawa mengemban tugas dan fungsi sebagaimana tertera di bawah ini:
Tugas:
Melaksanakan penyusunan bahan perumusan kebijakan, pengembangan, standarisasi, dan pemberian bimbingan teknis serta evaluasi di bidang pembelajaran dan kemahasiswaan.
Fungsi:
Perkara manajerial bukanlah perkara intuisi yang dengan sendirinya timbul begitu saja. Selain pengalaman, sebagai seorang pimpinan juga hendaknya mengetahui ilmu managerial dengan bisa, sehingga dalam prosesnya dapat digunakan dengan baik pula, apalagi bila berbicara manajemen pendidikan tinggi. Sosok seorang pemimpin memiliki pengaruh yang cukup besar kepada manajemen pendidikan tinggi.
“Kegiatan semacam ini tentu akan berdampak baik kepada generasi muda di Unpad, karena ini melatih jiwa kepemimpinan kita. Ini penting untuk terus diagendakan, dan saya harap ini bisa punya efek dengan tujuan Unpad juga,” ujar Pembantu Rektor Bidang Akademik Unpad, Prof. Dr. Husein Hernadi Bahti, saat menghadiri acara International Deans’ Course (IDC) – Phase II, wilayah Asia Tenggara di Ruang Aula lt. 6 Wing Timur, Unpad Teaching Hospital, Jln. Eijkman 38, Bandung, Kamis (25/11).
Kegiatan yang dihadiri oleh staf dalam manajemen tingkat beberapa perguruan tinggi di Indonesia dan Malaysia ini merupakan hasil kerja sama antara Unpad melalui Fakultas Kedokteran (FK) dan Deutsher Akademischer Austraschdienst German Academic Exchange Service (DAAD), German Rector’s Conference (HRK), Consult of Higher Education-Guetersloh (CHE) dengan dibiayai oleh Kementerian Pengembangan dan Kerja sama Jerman.
“Program ini adalah untuk membantu pengembangan pendidikan melalui pengembangan leadership di Asia Tenggara, Afrika, dan Amerika Selatan. Program ini diadakan setiap tahun dan secara bergantian. Akan ada tiga fase setiap tahunnya, dan Unpad beruntung bisa terpilih menjadi host,” tutur Dekan FK Unpad, Prof. Tri Hanggono Achmad.
Prof. Tri menambahkan bahwa selain mendapatkan materi, peserta juga diharuskan untuk membuat sebuah project action plan yang nantinya akan dilaporkan pada kegiatan di fase ketiga. Selain diperuntukan untuk para Dekan atau pimpinan departemen, kegiatan ini juga menghadirkan Indostaff, yaitu program oleh para alumni DAAD untuk para staf di perguruan tinggi.
“Kami juga memanfaatkan momen ini untuk mengajak teman-teman di Unpad yang bukan alumni DAAD untuk ikut sebagai observer dalam kegiatan ini. Kegiatan ini sangat berguna nantinya. Disamping menambah wawasan dan kapasitas, kegiatan ini juga bisa membangun network, kerja sama dan jejaring antar teman-teman universitas lain di Indonesia dan kepada pihak Jerman tentunya,” tambahnya.
Pada Keynote Session hadir Prof. Husein mewakili Unpad, Prof. Michael Fremerey dari Universitas Kassel, Jerman dan Dr. Christian Berthold dari CHE sebagai pembicara. Prof. Husein menekankan bahwa kemampuan leadership bagi sumberdaya di Unpad mutlak harus dimiliki demi mendukung tercapainya Unpad menjadi World Class University.
“Dahulu hal-hal seperti ini tidak ada, hanya berjalan apa adanya. Namun, tuntutannya sekarang berbeda. Mereka harus diberi pembekalan,” jelas Profr. Husein.
Prof. Michael memberikan pemahaman kepada peserta tentang Leading Universe Institute sebagai sebuah Learning Organization. Dirinya mengatakan bahwa universitas adalah organisasi terbesar di dunia dalam hal pengajaran atau dalam hal ini pendidikan tinggi. Didalamnya terdapat bermacam-macam hal, termasuk kepemimpinan dalam pengelolaan pendidikan tinggi.
“Learning organization secara terus-menerus memperluas kapasitasnya untuk membuat tujuannya sendiri. Dalam hal ini memiliki lima pokok, yaitu otonomi, kompetisi, kualitas yang asli, pelayanan dan tentu keberlanjutan. Bila sebuah universitas baik dalam lima pokok ini, maka dia tentu akan berkembang,” katanya.
IDC dijadwalkan akan berlangsung selama 2 hari, 25-26 November 2010 dan akan ditambah oleh Indostaff-Meeting on Mahe And IDC pada tanggal 26-27 November 2010. (eh)*
Sejumlah alumni program UNISTAFF (University Staff Development Programme), UNILEAD (University Leadership Management Course) dan IDC (International Dean Course) yang tergabung dalam INDOSTAFF, selama empat hari, Kamis-Minggu (11-14/2) berkumpul di Malang. Ketiga program yang didukung Deutscher Akademischer Austausch Dienst (DAAD) ini terselenggara di Republik Federasi Jerman dan diikuti perwakilan akademisi dari berbagai perguruan tinggi di dunia.
Dari Universitas Brawijaya sendiri, lima orang dosen tercatat sebagai alumni UNISTAFF. Mereka adalah Prof. Dr. Ir. Hendrawan Soetanto, M.Rur.Sc (Fakultas Peternakan), Prof. Dr. Moeljadi, SU (Fakultas Ekonomi), Dr. Diana Lyrawati (Fakultas Kedokteran), Prof. Dr. Mardjono, MPhil (FMIPA) dan Dra. Fatchiyah, MKes, PhD (FMIPA).Sebanyak 45 orang alumni dari berbagai perguruan tinggi di Indonesia mengikuti kegiatan yang dikemas dalam Workshop on INDOSTAFF Organization bertema “The Next Step: A Stronger Network for The Future” ini.
Mereka berasal dari Universitas Jambi, Universitas Negeri Riau, Universitas Kristen Jakarta, Universitas Indonesia, Universitas Negeri Jakarta, IPB, UGM, Universitas Brawijaya, Universitas Airlangga, ITS, Universitas Sam Ratulangi dan Universitas Tadulako.
Diwawancarai disela-sela acara, Prof. Hendrawan Soetanto yang dalam kesempatan tersebut menjadi panelis “Indostaff: History and Existing/Present, German Perspectives” mengemukakan bahwa INDOSTAFF telah terbentuk sejak 1994/1995 namun saat itu belum terpikirkan untuk membentuk jejaring (networking). Meskipun begitu, berbagai kegiatan telah diselenggarakan yang manfaatnya telah dirasakan anggotanya. Berbagai kegiatan tersebut, diantaranya pada 2006 bekerjasama dengan Dikti menyelenggarakan training 3 modul yaitu organizational development, research management serta teaching and learning.
“Banyak hal yang saya pelajari selama mengikuti Unistaff. Beberapa nilai bahkan ingin diterapkan alumninya untuk melakukan tranformasi pengembangan pendidikan tinggi di Indonesia”, ujar Hendrawan yang mengikuti Unistaff pada 2003. Empat prinsip dan nilai dasar yang menurut Guru Besar di Fakultas Peternakan Universitas Brawijaya ini menarik dan ingin dikembangkan adalah a share vision (visi yang disusun dan dikembangkan bersama-sama), focus on competency (berfokus pada kompetensi), system approach (pendekatan sistemik) dan orientation toward practical work (berorientasi praktek). “Berbagai nilai ini layak diadopsi untuk memperkecil kesenjangan antara perguruan tinggi di Indonesia dengan luar negeri”, ujar Hendrawan.
Keempat nilai tersebut menurutnya berbeda diametral dengan berbagai fenomena yang ada di Indonesia. Dalam hal visi misalnya, tidak jarang fenomena yang ada di Indonesia bersifat sangat elite dan tanpa melibatkan grass root. “Ketika menyusun visi, para elite kekuasaan biasanya tidak menyertakan masyarakat dan implementasinya bersifat top down”, tutur Hendrawan yang juga mantan Country Coordinator Indostaff periode 2004-2008.
Akibat dari hal ini, menurutnya, masyarakat seringkali tidak tahu tentang visi tersebut dan akhirnya kelabakan untuk mengimplementasikannya. Menjelaskan tentang pendekatan sistemik yang dikenalkan dalam Unistaff, Hendrawan juga menuturkan perbedaan yang ada di Indonesia. “Kebijakan yang diperkenalkan dalam Unistaff bersifat sistemik. Hal ini berbeda dengan fenomena di Indonesia yang lebih mengedepankan pendekatan rezim. Hasilnya setiap ganti penguasa maka kebijakan pun akan berganti pula”, tambahnya.
Sementara itu, country coordinator Indostaff saat ini, Sitaresmi Ismangil, MSc, ketika diwawancarai PRASETYA Online menyampaikan bahwa kegiatan workshop kali ini bertujuan untuk meningkatkan kapasitas para anggotanya. Disamping itu, pihaknya juga berkeinginan membangun kompetensi tambahan dalam hal manajemen organisasi, seperti yang ia peroleh ketika mengikuti Unistaff. “Ketika mengikuti Unistaff saya mendapatkan tambahan ilmu dan skill untuk menjadi staf akademisi yang lebih baik. Saya jadi lebih tahu cara mengajar, meneliti dan mengelola organisasi perguruan tinggi”, ujar Sitaresmi yang menyelesaikan program magister mikrobiologi di University of Wisconsin Madison Amerika Serikat.

The University Staff Development program (UNISTAFF) at Institute for Socio-cultural Studies (ISOS), University of Kassel, Witzenhausen, Germany is a training course that enables university staff from developing countries to gain experiences and develop their potential as academics at their institutions. Held since 1995, they particularly cater for university staff from Central America, Southeast Asia and Eastern Africa.
Indonesia is one of the Southeast Asian countries that has been represented in UNISTAFF since the beginning of the program, and now has the largest number of alumni coming from a single country. At present there are 60 Indonesian scholars as alumni. They have developed and become important figures in their institutions or on a national level. Among the group, some occupy various positions within public and private universities ranging from coordinators of evaluation or research centres, person in charge of different types of committees and task forces, curricular and evaluation advisers as well as being academics directly involved in teaching, research and community services at their universities.
The seeds of a network had already been planted in the year 1999 when University of Gadjah Mada carried out a mini workshop about Higher Education Management. This activity was followed up in 2000 at the South East Asia Germany Alumni Network (SEAG) meeting in Bogor. A series of activities followed during the 2001-2004 period at different universities. In 2005 the alumni decided that a more formal network was necessary in order to ensure the sustainability of the UNISTAFF values and enable them to play a more significant role in the development of higher education in Indonesia. Thus the INDOSTAFF Network was established.
In a short period of time since the inception (2006) INDOSTAFF has managed to secure support from the Directorate General of Higher Education (DGHE) at the Ministry of Education to carry out a national level training workshop for university staff from Eastern and Western parts of Indonesia. This workshop was modelled after UNISTAFF and attended by 40 participants from various universities. In addition, several UNISTAFF alumni together with alumni from the British Council Rectors Leadership program are also actively involved in the Leadership training program from the DGHE for the leaders of university in 60 Indonesian universities.
More recently, INDOSTAFF has successfully carried out a workshop on INDOSTAFF Organization at Agrowisata Batu Malang on 11 – 14 February 2009 (http://unistaff2010.wordpress.com/). The workshop was funded by DAAD and DGHE.

INDOSTAFF members up to 2010 are alumni of UNISTAFF (University Staff Development Program) organized by ISOS University of Kassel in Witzenhausen Germany.
