Background

Indonesia is both the largest island state as auchmit approximately 250 million inhabitants one of the most populous countries in the world. The gap between rich and poor far apart, the annual per capita income is among the lowest in Southeast Asia. Women are discriminated against despite progressive legislation, the introduction of gender mainstreaming in 2000 by the Government and the Gender Responsive Budgeting and an existing since 1978 “gender machinery” in many areas of public life.

The gender-based discrimination against women and girls is especially associated with patriarchal socio-cultural and religious traditions and ideas continued (eg. child marriages, female genital mutilation, forced divorces, violence against women, also homophobia; cf. Publications of Amnesty International) .There are more than 250 ethnic groups in which varies greatly the expression of gender roles.  Furthermore, the proportion of women has so far remained low in political, economic and academic key positions at national and local levels.
In complex educational system of the country, about 4.5 million students are distributed among the different  types of higher education (public, private, nondenominational universities, Open University). Gender disparities in education have been until now more or less balanced.  So in 2008 the number of female students for the first time exceeded the male. As in many regions of the world, even in the Federal Republic of Germany, female students are concentrated in a “feminine connotation” study programs, such as nursing, dentistry, home economics, education and not in male dominated study programs, such as engineering.

In the context of a growing relevance of equality management at universities, a strategic  management approach which balance women and men proves to be effective to make a (better) organization. Strategic Management takes gender structures in the focus, the equalities create a dynamic equilibrium, for example, human resources management strategies are gender-sensitive and equally aligned to the needs and concerns of men and women. The strategic perspective in university context aims in the long term, for example, on reducing structural inequalities, such as:

• in recruitment and staff development
• in appointment and recruitment procedures
• through gender budgeting (gender equitable budget)
Gender will also be further integrate in research and teaching. A competent gender equitable management needs gender-sensitive leadership.

Objectives of the training:

  • Development of gender competence of  German alumni who are active in Indonesia and in neighboring regions as multipliers in science, medicine, politics, economy and culture
  • Knowledge building and sensitization of key persons and decision-makers in the universities,  research and other relevant institutions (commitment to gender equality).
  • Understanding the importance of organizations and organizational change in the context of gender equality. Commitment to anti-discrimination and equality requires the critical reflection of their own organizational culture, structures, policies and practices as well as the relationships within the organization (such as extending the processes of hierarchy and exclusion in science and higher education in relation to gender issues?).
  • Training of skills, expertise and commitment to implement organizational change in institutions of higher learning.
  • Space creation for a dialog: learning, knowledge sharing and discussion in an environment where people feel safe to express their opinions, to interact with colleagues and hear different points of view (including issues of power and inequality).
  • Establishment of a gender group, and in the longer term a pool of facilitators established.

CONFERENCE FOCUS

In the context of a growing relevance of equality management at universities, a strategic  management approach which balance women and men proves to be effective to make a (better) organization. Strategic Management takes gender structures in the focus, the equalities create a dynamic equilibrium, for example, human resources management strategies are gender-sensitive and equally aligned to the needs and concerns of men and women.   1. Write your 150-word abstract (in English), provide a title, indicate your name, title/rank, name of department and university
  2. Indicate under what particular topic area or alternative topic areas your abstract is submitted
  3. Submit your abstract no later than Tuesday, 13 October 2015.

AKREDITASI INTERNATIONAL PERGURUAN TINGGI

Universitas Brawijaya Malang,  27 September 2014

Persaingan antar perguruan tinggi di tingkat nasional dan internasional semakin ketat, sehingga tuntutan recognition dan peningkatan reputasi di tingkat tersebut juga diperlukan. Hal ini dapat dilihat sebagai sarana untuk memperbaiki institusi pendidikan tinggi agar memperkuat posisi tawarnya. Kekuatan ini bisa diwujudkan dari melakukan self-assessment potensi institusi dan dilakukan akreditasi baik di tingkat nasional maupun internasional. Dengan adanya akreditasi institusi ini, diharapkan institusi pendidikan tinggi ini akan semakin percaya diri dalam pengembangan institusinya masing-masing serta lebih melakukan internal improvement agar mencapai tingkat kualitas yang lebih baik.

Sejak diperkenalkannya sistem akreditasi di perguruan tinggi, yang sebenarnya sudah lama dilakukan di dunia industri, tampak memiliki dampak positif bagi perguruan tinggi baik di tingkat prodi, fakultas bahkan universitas. Salah satu cara pengenalan dan pengakuan institusi adalah proses akreditasi pada lembaga-lembaga akreditasi independen nasional dan internasional.  Saat ini penilaian akreditasi dilaksanakan oleh Badan Akreditasi Nasional Perguruan Tinggi (BAN-PT) yang didirikan tahun 2005 sesuai Permendiknas No. 28 Tahun 2005. Akreditasi merupakan bagian dari sistem penjaminan mutu yang mengharuskan setiap institusi pelaksana pendidikan tinggi memenuhi tingkatan mutu tertentu. Pemeringkatan akreditasi di Indonesia dikenal dengan tidak/belum terakreditasi, akreditasi C, akreditasi B, akreditasi A dan akreditasi A+. Di dalam perjalanannya, akreditasi institusi semakin mengarah ke kebutuhan global dan pasar internasional dalam arti semakin terjadi mobilisasi mahasiswa tingkat regional ASEAN bahkan di luar kawasan ASEAN. Hal ini dibuktikan dengan terbentuknya Asean University Network yang salah satu misinya adalah peningkatan mutu dengan melakukan akreditasi bersama perguruan tinggi di kawasan ASEAN.

ASEAN Community akan segera terlaksana di tahun 2015 dan sebagai lokomotifnya adalah ASEAN Economic Community. Perkembangan ekonomi yang pesat di kawasan ASEAN dan Pasifik Barat (Taiwan, Korea, Hong Kong, dan Jepang) akan menyebabkan magnet yang luar biasa bagi pertumbuhan tenaga kerja yang professional. Karena itu ketersediaan SDM yang mengerti akan social-budaya serta konteks ASEAN serta Pasifik Barat harus disediakan oleh perguruan tinggi di kawasan ini. Tentu ini tidak terlepas dari mutu lulusan perguruan tinggi di kawasan ini. Salah satu tolok ukur mutu adalah akreditasi, karena itu arah perkembangan akreditasi perguruan tinggi di Indonesia pun menuju akreditasi internasional.

TUJUAN

  • Meningkatkan pemahaman tentang ASEAN Community dikaitkan dengan peluang dan tantangan perguruan tinggi Indonesia
  • Meningkatkan pemahaman tentang internasionalisasi akreditasi perguruan tinggi

Dalam forum ini diskusi interaktif, tukar informasi, dan lesson learnt dari para institusi yang telah melaksanakan kegiatan-kegiatan akreditasi. Wakil institusi ini sebagian besar adalah anggota INDOSTAFF atau Indonesian Alumni of UNISTAFF Program.

INDOSTAFF adalah organisasi yang didirikan oleh para alumni Indonesia dari program UNISTAFF, termasuk UNILEAD dan International Dean Course (IDC) alumni yang dilakukan oleh University of Kassel, University of Oldenburg, University of Osnabruck serta program DIES yang dikelola DAAD (German Academic Exchange Service, yang didirikan pada tanggal 14 September 2004 di Bogor.

Visi INDOSTAFF adalah menjadi jejaring yang berkontribusi nyata dalam peningkatan efisiensi dan efektivitas pendidikan tinggi yang berkualitas dan bermartabat. Sedangkan misi yang akan dilaksanakan: (1) Meningkatkan kemampuan anggota secara berkelanjutan dalam pengembangan pendidikan tinggi; dan (2) Menyebarluaskan pendekatan pengembangan pendidikan tinggi melalui prinsip dan nilai-nilai: visi bersama  (shared-vision), fokus pada tercapainya kompetensi (focus on competency), pendekatan secara sistem (system approach), kepemimpinan yang melayani dan berorientasi pada tataran teori, praktek dan perilaku.
