Indonesia is both the largest island state as auchmit approximately 250 million inhabitants one of the most populous countries in the world. The gap between rich and poor far apart, the annual per capita income is among the lowest in Southeast Asia. Women are discriminated against despite progressive legislation, the introduction of gender mainstreaming in 2000 by the Government and the Gender Responsive Budgeting and an existing since 1978 “gender machinery” in many areas of public life.

The gender-based discrimination against women and girls is especially associated with patriarchal socio-cultural and religious traditions and ideas continued (eg. child marriages, female genital mutilation, forced divorces, violence against women, also homophobia; cf. Publications of Amnesty International) .There are more than 250 ethnic groups in which varies greatly the expression of gender roles.  Furthermore, the proportion of women has so far remained low in political, economic and academic key positions at national and local levels.
In complex educational system of the country, about 4.5 million students are distributed among the different  types of higher education (public, private, nondenominational universities, Open University). Gender disparities in education have been until now more or less balanced.  So in 2008 the number of female students for the first time exceeded the male. As in many regions of the world, even in the Federal Republic of Germany, female students are concentrated in a “feminine connotation” study programs, such as nursing, dentistry, home economics, education and not in male dominated study programs, such as engineering.

In the context of a growing relevance of equality management at universities, a strategic  management approach which balance women and men proves to be effective to make a (better) organization. Strategic Management takes gender structures in the focus, the equalities create a dynamic equilibrium, for example, human resources management strategies are gender-sensitive and equally aligned to the needs and concerns of men and women. The strategic perspective in university context aims in the long term, for example, on reducing structural inequalities, such as:

• in recruitment and staff development
• in appointment and recruitment procedures
• through gender budgeting (gender equitable budget)
Gender will also be further integrate in research and teaching. A competent gender equitable management needs gender-sensitive leadership.

Objectives of the training:

  • Development of gender competence of  German alumni who are active in Indonesia and in neighboring regions as multipliers in science, medicine, politics, economy and culture
  • Knowledge building and sensitization of key persons and decision-makers in the universities,  research and other relevant institutions (commitment to gender equality).
  • Understanding the importance of organizations and organizational change in the context of gender equality. Commitment to anti-discrimination and equality requires the critical reflection of their own organizational culture, structures, policies and practices as well as the relationships within the organization (such as extending the processes of hierarchy and exclusion in science and higher education in relation to gender issues?).
  • Training of skills, expertise and commitment to implement organizational change in institutions of higher learning.
  • Space creation for a dialog: learning, knowledge sharing and discussion in an environment where people feel safe to express their opinions, to interact with colleagues and hear different points of view (including issues of power and inequality).
  • Establishment of a gender group, and in the longer term a pool of facilitators established.

In the context of a growing relevance of equality management at universities, a strategic  management approach which balance women and men proves to be effective to make a (better) organization. Strategic Management takes gender structures in the focus, the equalities create a dynamic equilibrium, for example, human resources management strategies are gender-sensitive and equally aligned to the needs and concerns of men and women. Persaingan antar perguruan tinggi di tingkat nasional dan internasional semakin ketat, sehingga tuntutan recognition dan peningkatan reputasi di tingkat tersebut juga diperlukan. Hal ini dapat dilihat sebagai sarana untuk memperbaiki institusi pendidikan tinggi agar memperkuat posisi tawarnya. Kekuatan ini bisa diwujudkan dari melakukan self-assessment potensi institusi dan dilakukan akreditasi baik di tingkat nasional maupun internasional. Dengan adanya akreditasi institusi ini, diharapkan institusi pendidikan tinggi ini akan semakin percaya diri dalam pengembangan institusinya masing-masing serta lebih melakukan internal improvement agar mencapai tingkat kualitas yang lebih baik.

Sejak diperkenalkannya sistem akreditasi di perguruan tinggi, yang sebenarnya sudah lama dilakukan di dunia industri, tampak memiliki dampak positif bagi perguruan tinggi baik di tingkat prodi, fakultas bahkan universitas. Salah satu cara pengenalan dan pengakuan institusi adalah proses akreditasi pada lembaga-lembaga akreditasi independen nasional dan internasional.  Saat ini penilaian akreditasi dilaksanakan oleh Badan Akreditasi Nasional Perguruan Tinggi (BAN-PT) yang didirikan tahun 2005 sesuai Permendiknas No. 28 Tahun 2005. Akreditasi merupakan bagian dari sistem penjaminan mutu yang mengharuskan setiap institusi pelaksana pendidikan tinggi memenuhi tingkatan mutu tertentu. Pemeringkatan akreditasi di Indonesia dikenal dengan tidak/belum terakreditasi, akreditasi C, akreditasi B, akreditasi A dan akreditasi A+. Di dalam perjalanannya, akreditasi institusi semakin mengarah ke kebutuhan global dan pasar internasional dalam arti semakin terjadi mobilisasi mahasiswa tingkat regional ASEAN bahkan di luar kawasan ASEAN. Hal ini dibuktikan dengan terbentuknya Asean University Network yang salah satu misinya adalah peningkatan mutu dengan melakukan akreditasi bersama perguruan tinggi di kawasan ASEAN.

ASEAN Community akan segera terlaksana di tahun 2015 dan sebagai lokomotifnya adalah ASEAN Economic Community. Perkembangan ekonomi yang pesat di kawasan ASEAN dan Pasifik Barat (Taiwan, Korea, Hong Kong, dan Jepang) akan menyebabkan magnet yang luar biasa bagi pertumbuhan tenaga kerja yang professional. Karena itu ketersediaan SDM yang mengerti akan social-budaya serta konteks ASEAN serta Pasifik Barat harus disediakan oleh perguruan tinggi di kawasan ini. Tentu ini tidak terlepas dari mutu lulusan perguruan tinggi di kawasan ini. Salah satu tolok ukur mutu adalah akreditasi, karena itu arah perkembangan akreditasi perguruan tinggi di Indonesia pun menuju akreditasi internasional.


  • Meningkatkan pemahaman tentang ASEAN Community dikaitkan dengan peluang dan tantangan perguruan tinggi Indonesia
  • Meningkatkan pemahaman tentang internasionalisasi akreditasi perguruan tinggi

Dalam forum ini diskusi interaktif, tukar informasi, dan lesson learnt dari para institusi yang telah melaksanakan kegiatan-kegiatan akreditasi. Wakil institusi ini sebagian besar adalah anggota INDOSTAFF atau Indonesian Alumni of UNISTAFF Program.

INDOSTAFF adalah organisasi yang didirikan oleh para alumni Indonesia dari program UNISTAFF, termasuk UNILEAD dan International Dean Course (IDC) alumni yang dilakukan oleh University of Kassel, University of Oldenburg, University of Osnabruck serta program DIES yang dikelola DAAD (German Academic Exchange Service, yang didirikan pada tanggal 14 September 2004 di Bogor.

Visi INDOSTAFF adalah menjadi jejaring yang berkontribusi nyata dalam peningkatan efisiensi dan efektivitas pendidikan tinggi yang berkualitas dan bermartabat. Sedangkan misi yang akan dilaksanakan: (1) Meningkatkan kemampuan anggota secara berkelanjutan dalam pengembangan pendidikan tinggi; dan (2) Menyebarluaskan pendekatan pengembangan pendidikan tinggi melalui prinsip dan nilai-nilai: visi bersama  (shared-vision), fokus pada tercapainya kompetensi (focus on competency), pendekatan secara sistem (system approach), kepemimpinan yang melayani dan berorientasi pada tataran teori, praktek dan perilaku.

Perkembangan dunia saat ini semakin menantang karena gejolak ekonomi, politik, perdagangan internasional serta issue-issue yang melibatkan banyak negara di dunia. Salah satu issue menarik untuk dicermati dalam waktu dekat adalah akan dibentuknya ASEAN SINGLE COMMUNITY 2015 (ASC 2015). Dalam komunitas tunggal ASEAN ini akan mempengaruhi keseimbangan internal di dalam negara-negara ASEAN. Perdagangan antar negara di ASEAN semakin mudah serta semua yang berhubungan dengan kegiatan kerjasama bila- dan multilateral akan semakin ramai, sehingga persaingan antar negara juga akan semakin kuat walaupun masih di dalam bingkai kerjasama ASEAN.

Persaingan ini perlu diwaspadai dengan sikap positif, sehingga Indonesia bisa mempersiapkan diri dengan baik dalam menghadapi persaingan yang semakin ketat dan sistematis. Persiapan yang bisa dilakukan antara lain mempersiapkan sumber daya manusia secara utuh, mengelola perdagangan internasional dengan jujur dan benar, mengelola sumber daya alam secara efisien dan sesuai dengan kebutuhan yang rasional, dan lain sebagainya.

Perguruan tinggi di Indonesia memiliki peranan penting dalam mempersiapkan manusia Indonesia yang jujur, kompeten dan mudah beradaptasi dengan perkembangan dunia saat ini. Pola pendidikan dan pengajaran yang dilaksanakan di perguruan tinggi seharusnya sudah mengarah pada kepentingan tersebut serta disesuaikan dengan Kerangka Kualifikasi Nasional Indonesia, yang diberlakukan sejak tahun 2013 agar arah pendidikan tinggi menjadi lebih fokus pada tatanan kualifikasi tersebut serta menghasilakn lulusan yang kompeten di bidangnya.

Melihat kondisi Indonesia saat ini serta pentingnya peranan perguruan tinggi dalam mempersiapkan sumber daya manusia yang handal, maka seminar dan konggres INDOSTAFF tahun 2013 ini dilaksanakan. Seminar sehari dan konggres ini akan membahas tentang strategi yang perlu diterapkan secara umum di tingkat nasional untuk menghasilkan lulusan yang sesuai dengan kebutuhan nasional serta best practices yang telah dilaksanakan oleh beberapa perguruan tinggi Indonesia dalam menghadapi kondisi tersebut.

Kegiatan ini juga dilaksanakan dalam bentuk kerjasama antara Fakultas Teknologi Pertanian, Program Studi Magister Manajemen Perguruan Tinggi Universitas Gadjah Mada Yogyakarta dan Indonesian Alumni Association of UNISTAFF Program (INDOSTAFF)


Kegiatan Seminar dan Konggres INDOSTAFF ini adalah:

  1. Penyusunan strategi bagi perguruan tinggi Indonesia dalam mempersiapkan SDM untuk menghadapi ASEAN SINGLE COMMUNITY 2015.
  2. Memperkuat komunikasi dan jejaring antar perguruan tinggi Indonesia dalam melaksanakan kegiatan akademik yang ditujukan untuk menghadapi tantangan tersebut.


Seminar Indostaff dihadiri oleh para pimpinan serta staf pendidikan PTS dan PTN di wilayah Jawa Tengah dan Yogyakarta, para mahasiswa S2 Magister Manajemen Pendidikan Tinggi UGM (140 orang). Acara dimulai dengan laporan panitia pelaksana, sambutan Presidium Indostaff 2010 – 2013, welcome speech oleh Dekan Fak. Teknologi Pertanian UGM  Prof. Dr. Lilik Sutiarsodan Opening Remark oleh Prof. Dr. Pratikno, M.Soc.Sc. (Rektor UGM). Sesi Pembicara Tamu dipimpin oleh Prof. Dr. Lilik Sutiarso dengan 2 pembicara:

  1. Prof. Dr. Ir. Nizam, M.Sc. (Sekretaris Dewan Pendidikan Tinggi Kemendikbud) dengan judul “Haring Forum: Global Trends & enriching Education To Prepare For Competitive Glocal Citizen”

DIES Seminar on Leadership in Higher Education

DIES Seminar on Leadership in Higher Education was held from October 14th – 17th, 2012, in Bandung – West Java. The event was in conjunction with the Indostaff Meeting and the International Deans’ Course part II.In the opening session, Ms. Irene Jannsen, the Director of DAAD in Jakarta welcomed all participants who most of them were representatives of Indonesian universities, and two foreign participants came from the Philippines and Malaysia. DAAD through DIES program has been actively supporting the universities, especially in developing countries, to enhance their staff’s capacity.

Dr. Christian Berthold from Center for Higher Education Development (CHE) Germany facilitated the IDC part II meeting, and he also intensively followed the discussion on implementing IDC values for larger Indonesian higher education institutions in the near future.

One of the programs is International Deans’ Course (IDC). Since 2008 DAAD offers the DIES International Deans’ Course for participants from Southeast Asia. This course is conducted every two years in cooperation with regional trainers from the Philippine Normal University, Philippines, Gadjah Mada University and Bandung Institute of Technology, Indonesia. Indonesia is always marked as one of the important partners in the capacity building. While Indonesia has more than 3000 higher education institutions with variety of quality. The quality of study programs which lead to the quality of the outputs (alumni, research and community service) is depend on the quality of staff and leaders in their respective universities. Therefore, DAAD supports the idea of bringing out the IDC into Indonesian context. One of the aims of the joint DIES Seminar on Leadership in Higher Education is to discuss and to put a detailed program of Indonesian Deans Course which then ready to be submitted to DAAD.

In this occasion the members of Indostaff were also gathered and discussed their business plans which among others progress report from the Board of Presidium, research proposals on majors issues in higher education such as General Courses (Mata Kuliah Umum/MKU), the result of entrepreneurship course), and the upcoming Congress of Indostaff. Members Indostaff were also agreed that the Congress will be held in Yogyakarta in 2013. Dr. Lilik S, Dean of Faculty of Agricultural Technology – UGM gave his positive response the Indostaff’ request.

MARIHE – Master in Research and Innovation in Higher Education

MARIHE is an Erasmus Mundus Masters Course supported by the European Commission. Applicants from all over the world can apply for scholarships. MARIHE students will be trained to take the lead in the development and management of research and innovation in the higher education sector.

Emerging Challenges in University Leadership and Management

In April 11 – 12, 2012, in Manila, Prof. Dr. Intan Ahmad representing Indostaff attended the the Association of South East Asian Institutions of Higher Learning (ASAIHL) Conference with a theme: “Emerging Challenges in University Leadership and Management”. The conference was organized by University Federation of Educators Linked to Deutschland (UniFeld) and  De La Salle University, Manila, Philippines. Prof. Intan discussed The Indonesian Experience: Training University Leaders. Prof. Michael Fremerey from Unistaff Associates, the “Guru” of all Unistaff alumni also attended the conference and he talked about University Leadership:  A balance act between intervention and self-organization. DIES Conference on Strengthening Universities

Dr. med.  Abraham Simatupang, dr., MKes. as a representative of Indostaff Presidium attended a DIES Conference on Strengthening Universities, Enhancing Capacities Higher Education Management for Development on 28-29 November 2011 in Bonn, Germany. He presented a paper entitled Nurturing in the Awakening of a New Era in Higher Education Management. The presentation described the challenges for Indonesian higher education institutions in preparing, developing and nurturing highly skilled and professional graduates that can actively participate in the fulfillment of Indonesia Vision 2025 which is stated as: “To leverage Indonesia as developed country – to be one of the 12 developed countries (2025) and to be one of the 8 developed countries (2045) through a high, inclusive and sustainable economic achievement”. The Indonesian higher education institutions should be prepared and ready to change, firstly by changing their paradigms, and secondly by changing their performances through a better leadership and management approach. Since its establishment, Indostaff has been actively participating in answering this requirement, by organizing and conducting seminars, trainings and workshops for academic staff from various universities in Indonesia. Indostaff usually collaborates with the Indonesian Directorate General of Higher Education (DGHE), DAAD, universities and other third parties. Recently, Indostaff took a major role, together with DGHE, University of Indonesia, Gajah Mada University, University of Brawijaya, and Bogor Agricultural University, in preparing and establishing study program of a master degree for Higher Education Management – the one of its kind in Indonesia.
